Priscilla was born on December 31, 1974, in Dallas, Texas, USA.Her parents are of Dr. Tony Evans who is the senior pastor of Oak Cliff Bible Fellowship and Dr. Lois Evans. She grew up in an environment of Christian ministry and bible teachings. This heavily influenced her future calling as an evangelist and teacher.
She has three siblings namely :

Shirer began hosting while she was still a student Bible studies and speaking engagements ;particularly while interning at a Christian radio station as a freshman at the University of Houston.
